3M Redevelopment

Minnesota Mining and Manufacturing Company (3M) vacated its large industrial site in St. Paul after 100 years of operation. Since the project received funding from the Environmental Protection Agency, the St. Paul Port Authority was required to comply with Section 106.

SCOPE:
We conducted a range of archaeological and architectural history investigations, prepared a programmatic agreement, facilitated extensive stakeholder meetings, and conducted a reuse study to determine the best redevelopment possibilities for the site.

OUTCOME:
Minnesota Mining and Manufacturing Company (3M) vacated its large industrial site in St. Paul after 100 years of operation. Since the project received funding from the Environmental Protection Agency, the St. Paul Port Authority was required to comply with Section 106. 3M’s departure left a large, unused, industrial site with a significant history in the middle of a St. Paul neighborhood in need of economic development. Throughout the planning process, our team sought solutions that balanced the desire of the public to preserve the history of the site with our client’s economic development goals.
